This pattern is intended for knit fabrics to allow for a fitted look and should not be made from a non stretch fabric. There are lots of different types and fiber contents can make a big difference. The SB302 skirt was drafted specifically for a jersey with spandex\lycra.
So how do you choose a knit fabric and know what to look for in the fabric store? Check out the knit fabric section and find something that has a nice drape as opposed to a stiffness when it hangs. It should feel a little heavy when it is draped over your arm. You want to make sure that there is enough stretch by following the stretch guide included with the pattern. Pull on the fabric crossgrain (width) to check the stretch.
You can also pull on the lengthwise grain to determine if this has more stretch and if the fabric is wide enough you can follow this grain instead for your skirt. The idea is to have the maximum amount of stretch accommodating the width of the body. My recommendation is to look for a knit with about 5% spandex- a little less stretchy than a swimsuit, but more like your favorite t-shirt.
